No Loitering

    And they don't say anything about mooching, or begging, or panhandling..... They've really left me quite a bit of wiggle room, haven't they???

    Actually, I think that is all pretty well covered by the "keep moving" directive.
    Though, read expansively, "keep moving" might only require arm or head movement. Maybe even dancing. Perhaps one could get away for mooching, begging, or panhandling while dancing. But is that really any different than loitering or hanging around?
    I think that a strong case could be made.

  5. And is the fine print an afterthought or an intentional, perhaps slightly embarassed smallification of the announcement that the videotaping is for "your" protection? Whose protection? The folks who otherwise would be loitering and hanging around? Are the yous the same yous?

    I would LOVE to get my hands on that tape.
